To view a list of the comments and the replies which others have filed, go to http://fjallfoss.fcc.gov/ecfs/. In the “ECFS Main Links” menu box, click on “Search for Filings”. Then, in the “Proceeding Number” box, enter: "10-119". Finally, click on the "Search for Comments" box at the bottom of that menu. (That will produce a list of both comments and reply comments, in reverse chronological filing order.)
We recommend that you look at filings from PRSG and from Randy Knowles. In the PRSG reply comments, we criticize Uniden for failing to understand the need for "plain language" monitoring. We also criticize Garmin for openly marketing (and then bragging about selling) GMRS transceivers to the U.S. Secret Service and for use by state and local police for surveillance communications.

The close of the period to file replies to what others have submitted is tentatively set for September 20, 2010, unless the FCC were to grant an extension. (There will likely be such a request for extension, given the considerable volume of comments anticipated.)

In this article, we discuss the public confusion surrounding the issues of GMRS license term limits and GMRS licensing fees. Adoption of a 10-year GMRS licensing term (which the FCC proposed in the NPRM) without a change in the fee structure (the FCC proposed no such change!) would bring the cost of a new or renewed GMRS to more than $100!

On April 21, 2004, the FCC denied ITA's request and dismissed the Petition.
PRSG supported the concept that businesses should use channels in radio services explicitly reserved just for business communications. However, we opposed the ITA request because it would be essentially unenforceable in the unlicensed FRS. Click here to view the PRSG comments opposing the ITA request.
July 25, 2003:

The FCC has now acknowledged receipt of the second PRSG Petition, and has established a time period for public comment (in support or opposition). The public now has until July 10, 2003, to file comments. Click here for the latest information about MURS.

February 16, 2003:
Only those FRS radio specifically certified by the FCC for such data transmissions will be permitted these new communications. Retrofitting older or other FRS radios for data transmissions will not be permitted.
Click here for further information about these changes in the FRS rules. These rules will go into effect 30 days after publication in the Federal Register, now expected in late February 2003. We will announce the date of effect of these changes here as soon as we have that information.
Such data transmissions are already permitted in MURS, and without the one-second maximum on-time, 30-second minimum off-time limitations, or the other FRS limitations regarding transmitter power and detachable antennas.

PRSG intends to file a Petition For Reconsideration to request (among other issues) a clarification or change in the rule regarding maximum permissible transmitter power, now specified in the rules in terms of "effective radiated power" (ERP). We feel that using a power limitation based solely on ERP is confusing, and that a specific maximum transmitter output power level should be specified in addition or instead.

We also note that our efforts help persuade the FCC to limit the deviation level and modulation bandwidth of FRS units. Without these limits, the interference which an increasing number of GMRS repeaters are suffering would be substantially worse.
