This clearly shows that it is Sam that knocks CJ down. The first group of shots shows a Secret Service Agent (light hair wearing a blue jacket) running into CJ and turning her sideways, then there is a shot of the lights on top of the police cruiser being shot out followed by Sam (dark hair wearing a gray jacket) tackling CJ.
